http://www.picindex.info/download/index.php !CDBurn from Steffen Huber http://www.huber-net.de/cdburn.htm allows among many other things "full support for Joliet extensions - allows you to write CDs with very deep directory structures and long, case-preserving filenames (ideally suited for making backups in conjunction with CDROMFS)". By setting "Add CDFS extension" and "Add Joliet extension" in !CDBurn and running CDROMFS been able to create CDs with long filenames in both upper and lower case retaining the Acorn filetypes. Back in 1996 RiscBSD was available on CD which as well as normal installation allowed Linux to be run (all be it very slowly) from the CD without having to actually instal it using a RAMDisc (rather like the modern day KNOPPIX Linux on a PC). I think the original programmers like Mark Briniscombe have left the RiscBSD (now I think it is NetBSD/arm32) scene but you may find information by googling for RiscBSD eg http://www.netbsd.org/Ports/acorn32/history.html which may lead to contacts who know how this was done.
